The following procedures can be done by planning or foreign trade bureau.
For the project which does not involve importing equipment and material and no need to balance by China or province, less than 50 million dollars, and conform to the policies of China, get the environment protecting comment documents in Cangzhou environment protecting bureau; checking and putting into records are needed in Cangzhou development and reformation committee. (For the project which is invested more than 50 million dollars or involving importing equipment or material or one need to balance by China and province, go to the provincial development and reformation committee to do the procedures.) go to Cangzhou industry and commence bureau to check the name of the company, then go to Cangzhou Foreign Trade Bureau to approve about the contract and directorate members. At last, get the running license in the Cangzhou industry and commerce management bureau. For the ones that involve importing equipment and material, need to do the procedures in the custom. In addition, for the new foreign capital project invested less than 50 million dollars, conforming to the national industry policies, which do not involve importing equipment or material, no need to balance by china or province, the related procedures can by done in development zone.
